The Raksaka have indeed returned. Their presence was made clear to the world of men with the Great Cataclysm that occurred but a year ago. The world was so blinded by war, choosing order or freedom, that they failed to see the Raksaka working subtly in the background, despite many attempts by the organization to make themselves known before, like the Sakyugakure Massacre, where over 30 innocent civilians were slain at the hands of one Raksaka member. The world was so blinded then, in fact, that there wasn't a single shinobi from the village to find the dead bodies until the day after it happened.
Now, the world definitely knows that they're out there, watching. The Great Lion, the 9-Tails Bijuu, was awakened by the Raksaka, and the awakening triggered catastrophe worldwide. The Village Hidden in the Snow was buried by avalanches at the hands of the rampaging 8-Tails. The Village Hidden in the Dunes was tossed relentlessly about by vicious sandstorms because of the 1-Tail. Only a few, including the Kage and his aide, made it out alive without the whipping sand tearing apart their very flesh. In Jokigakure, the Village Hidden in the Steam, all of the volcanoes, including the mighty Mt. Saint Pride, erupted because of the 7-Tails Wolf. The eruptions left the village in ruins, but fortunately many of the citizens were escorted out of the village before the magma reached the civilization. The Uchiha Clan was not so lucky. Their base of operations, the Uchiha Hideout, was at the base of Mt. Saint Pride, and it was the first part of the village to be destroyed, but they had not been warned about the eruptions. The Uchiha Clan was slaughtered by molten rock, and only a few scattered across the globe remain. Fukamigakure, the Village Hidden by the Sea, was destroyed to, as their underwater domes were assaulted directly by the 3-Tails. Most of the citizens were murdered, and the Shinkage barely escaped with his life, promising to hold his revenge against the 3-Tails until the day he died.
The refugees from Korigakure (Snow) and Fukamigakure (Underwater) have moved into the massive Mountain Village ruled by the leader of their Confederate Rebellion, Bryn T. Stormblood. Rations and living space are being spread thin, as the people of Chikagakure are slowly realizing that no matter how many new people flood in, you can't expand a mountain. After one year worth of rebuilding, in a desperate attempt to get more room for his refugees to live as well as drastically shorten the war and bloodshed, the Yamakage, Bryn, invaded the town of Elkwood with his Rebellion. They took the town, and had been ordered not to kill civilians or even opposing shinobi, so casualties were limited. The buildings can be rebuilt. The Shinobi Confederacy now has domination over the entire northern hemisphere.
The refugees from Jokigakure (Steam) and Sakyugakure (Dunes) have moved into the ever-expanding Village Hidden in the Forest. The Forest, Morigakure, was leaderless however, because of their former Kage attempting and failing to attack the 9-Tails by himself. Now struggling for power over Morigakure, their plans are severely set back. They could just instate the General of the Empire Army, Haru Raba who was the previous Kage of Jokigakure, but it would defeat the tradition of democracy that Morigakure holds dear. While the Royal Clans of the Forest, as well as the Kage of the Dunes (Neo Magunetto) and Haru Raba, all struggle for power over the Forest, the Empire's armies are left unattended. While the Rebellion can't feed their men and women, the Empire's soldiers continue to desert due to not having a ruling body and falling into chaos.
Meanwhile, two factions begin to give rise, focused on one motive and one motive alone: To destroy the Raksaka. The first of these organizations is the Uchiha Clan. A small boy named Aeran Uchiha, previously from the village of Morigakure, has began to recruit survivors of the Uchiha Clan from across the globe, and is pointing them in the direction back to their homeland. Jokigakure has been named New Uchiha by the hundreds of men and women heeding his call and returning home to rebuild not only the hideout, but their reputation as well. No longer will the Uchiha name be tainted by hatred, by ridding the world of the Raksaka, they aim to have a name of honor and peace.
The other faction has been taking a much more stealthy, yet radical, approach to defeating the Raksaka. A man by the name of Fukushu of the Uzumaki Clan as begun an organization in the village of the sky, called Aerogakure. The men and women of this faction called the Assassin's Brotherhood, aim to bring down anyone connected to the Raksaka silently, as well as killing all of the Bijuu in order to stop the Raksaka from using them for the purpose of ruling the world. The Assassins also believe in freedom, and if the Raksaka were to gain power, all freedom would surely be lost.
The largest players in the game of the world strive to end the war by any means necessary, as at this point, it only brings about suffering. Without the time to rebuild its allies villages, the Rebellion is forced to take land by force to give back to its people. Without a solid government in the Empire's now ONLY village, it's people are in anarchy and chaos while the powers of the Empire argue with each other over who shall take control. Meanwhile, the Raksaka grow evermore powerful skulking in the background. Only the future will be able to tell how this plays out, because honestly, no one knows yet. They just wish that it gets better soon.
