Riding giant clouds floating in the sky far above the normal world lies the small village known as Aerogakure. This small village is not ruled by a kage, but instead by a Parliament of seven famed samurai. This village is the only truly neutral area in the entire world, and it is run with the utmost honor and dignity through laws that make sure the people act as such. The samurai Parliament are very kind, wise men and women, and their village is a perfect place for any undecided warriors to make their home at.
